The no speakie no english is a common occurance. I worked with an asian engineer who had way too many whiskeys and plowed down several mail boxes. The only reason he said he didn't drive off was because he was stuck. When a home owner called the cops, he went into the no speakie english. They got a translator from our company to intervene. And would you believe it, he got off with nothing more than a warning!!
