I feel like a dummy, but I have not been unable to get some of the doubled-up paracord through the hole in the Scrap Yard handles.
I usually either stick it in as far as I can, then pull it through with needle-nose pliers, forceps, tweezers, etc. That or use a length of wire to pull it through.
