We have a really good crown corporation(owned by the Provincial government) that runs the telecoms here and we have really good cheap internet with no throttling.
We often get stuff way ahead of most places because it is a tiny market with less than a million people and really good infrastructure as well the telecom has a deal with Telus. I missed the last couple knives which now that I think about it might have had to do with the Bittorrent running full tilt.
