My best guess is that quantities will not be limited because the Regulator is being produced in a large military run, and the new business plan is to take orders prior to the end of production. However, the "Test Team Special Price" is limited both in terms of who qualifies for it and in how many they can order at that price. I don't know any more about it than anyone else, but that's how I interpreted this announcement:
