I don't really understand the point of that soft-armor penetration test. To a knife, soft body armor is basically another piece of cloth.
Not necessarily, some knives will easly pass through while others will be turned. This has a lot to do with design even expensive knives will fail. Like I said this test was very subjective due to the differences in applied force however, in the real world applied force is not a constant either.
I was quite surprised at how well the SRK performed given the blade geometry. Based on this I'll bet the DM would do well
