People get hurt, period! There is no way to make the world perfectly safe, nor would I want to live that way. That sure doesn't stop the government from making rules with the justification that "we're making it safer for you."
I believe government in general doesn't have the first clue of what 'safe' is to the common people. They sure act as if they don't everywhere!
