So Milton (the Govs right hand) is the creepiest thing at least around the women. I think he and even Merle have a conscience though. After they acuired new supplies from the military, the look on Merles face was that he did not approve. Explaining the "lurkers" was good.Michonne is not having ANY of the Govs BS though.
