Geographical distance is a small part of the equation mac.
Network topology plays a much larger part. Ted has a serious connection at his office & there are obviously no bottlenecks between him and the server location.
Then you can get into peering agreements and all that fun stuff. Ted's employer would have a lot of folks wanting to peer & can pick and choose the best. <img src="/ubbthreads/images/graemlins/smile.gif" alt="" />

Sorry Mac, I tried to simplify it, however it can be a complex subject. Bare bones is this: Your connection is made up of a whole bunch of "hops" with each hop being a link. Your connection to a server will only be as fast as the slowest link.

We have a really good crown corporation(owned by the Provincial government) that runs the telecoms here and we have really good cheap internet with no throttling. We often get stuff way ahead of most places because it is a tiny market with less than a million people and really good infrastructure as well the telecom has a deal with Telus. I missed the last couple knives which now that I think about it might have had to do with the Bittorrent running full tilt.
