Ok I am wondering if I was to theoretically but a rifle which should I get that fits these specs.
~Fairly cheap ammo.
~Fairly accurate.
~Low matence.
~Not too expensive.
~At least semi-auto.
Does anything like this exist?

I would say a .22 rifle.. Ammo is cheap and they are accurate.. Not much for stopping power, but that's what handguns are for..

Ruger 10/22.
Out of the box it makes a good, accurate semi-auto plinker.
With a few mods, it can be a tack driving target rifle.
If you're talking centerfire, you'd be describing an AR-15, which you can't really get in for under $700+ these days. Prices on them are through the roof because of BHO in the White House and the fear of another ban. Panic buying and price gouging are the norm.

How about an ak74? Ammo is still reportedly low and more available than just about any other centerfire. Not sure what you mean by fairly accurate though, but this may fit your bill. Don’t get me wrong, I’m much more of an AR guy, but price wise, the 74s are much lower these days.

While not as nice as the Ruger, Marlin makes some excellent 22 semi-autos for a little less. The Model 60 has been around forever. In my experience, they are often more accurate than the standard Ruger 10/22.

The 10/22 has more accesories available for it than any 22 I can think of. But on the range, I have seen Marlins shoot tighter groups almost every time. But like most, I'm still a big fan of the 10/22. My Diller Killer is a 10/22 in a Butler Creek folding stock with a Streamlight attached. Evil on armadillos at night.

I'm with the AK suggestion. Romanian AK's (wasr 10 or something like that?) are pretty cheap and fit the criteria... but idk how ammunition costs are.
certainly way more than .22 LR, but probably more fun to shoot too.

I did a few things on my 10/22...actually it doesn't look much like the stock 10/22 anymore. It shoots twice as good, and accurate . The thing with 10/22 is that you can upgrade as you go. It shoots pretty well out of the box but upgrade options are crazy with the 10/22. You can totally mod it to your liking (almost like the AR15s) with that said, you don't even need to upgrade at all if you don't want to. My 10/22 stayed stock for a few years and it was fine!
