I hope to get this fully resolved for the photographic community, but it may require more resources than I can muster to deal with the legal and bureaucratic mire.

I have MANY well known professional photographers who are chomping at the bit to get my blog post on the subject well publicised. Also, my protegé runs a big news organization.

However, first I need to figure out whether the best course is explosive confrontation, or quiet bureaucratic negotiation. I'll be consulting a friend, who's a bird photographer and retired head of the law dept. at Stanford, soon as I can.
