I know that isn't much comfort to the folks getting displaced and their homes possibly destroyed but it is better than a city of several thousand.
NO LOSS is ever acceptable, but the fewer that can be impacted the better. And that sounds so callous, but it isn't meant that way. What you said makes sense. It's not an easy choice by any means. It must be real difficult if you think about it. If you got hit like we did with a tornado, our place was destroyed but it was random an act of nature. These people are losing everything deliberately, granted for the greater good, but still they must really feel victimized more so. Just a bad situation all the way around.
