There were a few on BF exchange but someone here may have one also. From what I gather the elmax is more of a slicer then a hard use knife. what caught my eye about it as opposed to the 511 is it looks sleeker, and im gonna be wearing it on my belt as opposed to putting it on my kit

Plus the mudder handles should work great with nomex or tanker gloves.

First...Thank you for your service.
You asked about Spec Ops sheaths... 511 is too small for the Small Combat Master, but it does fit loosely...not my first choice by any means. I had Al (AzWelke) create Kydex for my 511, 711, and many others. Excellent work and quick turnaround.
711 is too big for the Small Combat Master, but fits into the large Combat Master. After sheathing, I'd make sure my handle strap was snapped before any activity. That's where custom kydex shines, you get a firm hold on the knife without additional straps and things to mess with / worry about.
The Scrap Max knives are wicked thin slicers and are satin (shiny and reflective). Exchange is likely best way to get one in the shortest amount of time.
The 311 might make a nice fixed blade for belt carry.
And if you want another knife to add to the options the Swamp Rat RatManDu is an excellent all round contender in the 511-711 size range. Very comfortable in hand.
I have or can take photos of any of this stuff, just ask.

My 411 has not arrived and my 311 is very new, so no pants yet.
I can show 511 and 711 in Kydex or show how they do / don't fit the Spec Ops Combat Masters.
Can also do side by sides of 311, 511, 711 etc. if you feel any of that is helpful. Can also do photos next to other knives for size comparison.
For example, if you have a common folder and would like to see how it compares to one of the knives you are looking to buy....maybe I have something similar to place next to a SYKCO.

Sorry, I own NO Cold Steel knives.
I have a Leatherman MUT and a Juice that I can use in photos. I'm thinking the Wave is more the size of the MUT than the Juice.
I'll take a few photos of the MUT next to 311, 511, 711 and a couple Scrap Max variants.
I'll post them here in a bit.
