there were many organizational obstacles to overcome in China during the SARS epidemic

internally managing problems can have detrimental effects

e.g. initially, china did not want any outside help from WHO, CDC, etc

several other countries did not want to communicate globally as well during the SARS epidemic

one scientist claimed that chlamydia caused the SARS symptoms

in order to respect what the senior scientist said, the chinese cdc refrained from stating contradictory information for fear of offending the senior scientist

SARS was a wake-up call for China, but also many other countries.

there are gross inadequacies in public health areas.

The public health community should blah blah blah, she's talking too fast.
