But the problem is they're not honorable (most of them) they'll drive anyway, license or not, insurance or not.... Very true. I think impounding the car may help. Assuming it's their car.

I once had to tell a mother with a 1 year old and one in the oven that her husband just got killed by a drunk driver. Hardest thing I've ever done.
