There is a Latin phrase I have heard a thousand times but can't remember and every time I try and "Translate it" it comes out wrong.
The English is forever vigilant or Ever watchful. Something like that.

They just made it stricter because of a school shooting. They promised also to make the mental health care system better but nothing was done!
