It is a real issue here, and even though the clip you quoted was done in 2001,
the battle is still going on. The cost of the registration program at the time
the clip was made, was in the hundreds of millions of $$. Now, it's in the
Billions of $$ with no end in sight.

In the last 7 years, it has become an entrenched institution of government, and
it is doubtful that it will ever end, although the present government is talking
about scrapping it. It is yet to be seen if the political will is indeed there.
