I could be wrong, but I think USPS "USED" to be a lot more lenient about shipping.

But, I think they got VERY paranoid when they had the anthrax being shipped in envelopes a few years ago - 2001 - same year as 9-1-1.

They seem to have become pretty non-tolerant since then.
