The only real democracy is a direct democracy where the entire population is informed of subjects and everyone gets to vote on everything. The closest thing I know of is Switzerland.
I just want to point out an interesting fact- Switzerland didn't have universal suffrage until 1990 (when the Canton of Appenzell Innerrhoden was made to allow women to vote by the Swiss supreme court.)
