I agree you should use what you carry but you have to be vigilant to always replace what you use the moment you get back from your outing or else it gets pushed back and finally it's not there when you need it.
I got to the point where I tried to have a working kit that everything would get tested used abused and a duplicate kit pristine for an emergency. I thought I could always give the working pack to a family member or friend who was less prepared or as a back up or resupply. It's very costly depending on what gear you choose, but can be done if it's gear such as fire rods, file, water filter, etc.
