Hmmmmmmmm. Get a suitable container, insert shavings. Exert thousands of tons of pressure via a hydraulic press. Remove from container and place in forge. Heat until JUST RIGHT, then POUND THE CRAP OUT OF IT! OR he could just put it in a container, heat it up until it becomes molten steel, let it cool THEN put it in a forge and pound the crap out of it.
