Can you run a rifle length gas system on a carbine lower? If not what do you need to change to make it happen?

Can you run a rifle length gas system on a carbine lower? If not what do you need to change to make it happen? The lower has very little impact on function. The only component in the lower that has an impact on function is the weight of the buffer. Most people use an H or H2 buffer in a carbine length system, and a carbine or H in a midlength. A 16" barrel with a regular fixed stock would be a carbine buffer solution.

Since you're going to ask...
The weight of the Scar's bolt carrier is significant and results in a "forward recoil" effect (similar to an air rifle) which has been damaging optics. Hardened optics like current ACOGs and Night Forces haven't been damaged. Apparently, Elcan Specter DRs are good to go as well.
However, I wouldn't recommend a traditional Leupold, EoTech, Aimpoint, Accupoint, etc.
I've not personally experienced this, but have been involved in enough discussions with people who have (including pictures of dead optics) to believe it is a real issue. Also, .gov now only issues Specter DRs with the Heavy. This probably lends credibility to the issue since they would be hard pressed to find a more expensive option.

Like I said before, check out QUALITY air rifle scopes. THEY are made to handle the forward and backward recoil forces.

And also Like I've said, my Air Rifle scope, a beeman SS4 is also rated for full automatic fire centerfires.!

You are correct Randy.
If you put a $1000 Leupold Mark 4 on a $40 pellet rifle from Wal-Mart you will likely ruin the scope.
Most optics are designed for single-direction recoil. The forward impulse damages traditional scopes.

People have documented SCAR induced damage to scopes rated for full auto 50BMG.
I will only use the following on my two Scar-17 keepers:

As with a lot of "problems" I think this one is over hyped, but I do believe it to be a real issue. Therefore, I'm mitigating my risk by only using the aforementioned optics.
I've never had a Night Force, but have enough testamony to believe they're "Scar Proof".
I sold my USO SN4 to pay for a ACOG TA11.
