at the moment, my best light is the victorinox 2xAA led. brighter than my triple led maglight, and i like my photon micro. it has an SOS and three strobes!

Flashlight nuts hate sos and strobe! they keep trying to get the manufacturers to stop it! For cost and brightness and simplicity (as in any type battery) I'd have to say the Fenix L2Ds especially the newer Q4 or Q5. For 65 bucks you get a lot.
For less expensive (under 20) but built like a tank and good/bright enough and simple I'd say the Gerber Infinity Ultra.
