Flashlight nuts hate sos and strobe! they keep trying to get the manufacturers to stop it! For cost and brightness and simplicity (as in any type battery) I'd have to say the Fenix L2Ds especially the newer Q4 or Q5. For 65 bucks you get a lot.
For less expensive (under 20) but built like a tank and good/bright enough and simple I'd say the Gerber Infinity Ultra. There is a discount code for 8% off at the Fenix store that I have used in the past. I don't know if it still will work but it sure makes it harder to fight the addiction!
