From what I've read, you just have to fill out the proper form, get your local city police chief (or county sheriff depending where you live) to sign off on it, then mail it to the ATF, wait a couple months, and they send it back to you and you can pick it up.

Some police chiefs / sheriffs aren't firearm friendly, and will refuse to sign off on it. If that's the case, there's another loop hole. You form a legal trust, and you can transfer them to the trust without LEO signing off on it, and you as a trustee can possess or use it. I've heard some people say they think this method is actually better, because you only have to do the transfer once, then you can also designate your family members as trustees, and then they can possess/use it, or inherit it if you die, and they don't have to pay the tax stamp again. well the legal trust also gives you other things... like protection from common problems , revocable trusts.... so you can give it to family.... but i still gotta talk some more to the local guys who do it.... what you trade for doing it i dont know completely ... but i have heard some really funny stories lol....
