'Yote, like you said there are pros and cons to both systems. ONE drawback is or at least can be is long wait times for some things and also I would think that it MIGHT lead to less qualified folks providing the service, because of the possible lower pay?

OH, forgot to add this earlier. I think that Tom has Named another one! He said something about the production regulator, hence Pro REG or maybe the Reg Pro. Anyway, That sounds like as good a name as any to differentiate between the two.
