When I was in HS our grade school parking lot was that way. We kinda policed ourselves. We would have person take off, and then Start to see how many circles they could do before coming to a rest. The next vehicle didn't start the "Run" until the first was driving off the lot. Every once in a while the town cop would set across the street and watch us and as long as no one/thing got hurt or damaged he would let us have fun.

Oh this predates 1984 by several centuries.

Sure wouldn't happen that way now...cop would probably get sued for letting them partake in such risky endeavors.
