I had thought of the really large ocean fishing type hooks, but what about a heavy coat hanger cut and bent?

Hum.... How about this, you think it might work?
Take a strap and sew a large D ring in the end. Then how about using two sliding D rings. You run your straps free end through the first D ring sewn on the end. wrap it around then tuck the end through, over and under the other two rings. OR would one of them need to be sewn in as well. I Can see it in my mind, but just can't picture if it would work or not.

I think that is overly complex, especially considering if you are using it on yourself, you may be panicky and fumble trying to lace the strap through the D ring. That is why the military stopped using turnys similar to what you described and started using the open hooks.
All you need is a good strong elastic strap, some strong hooks that you don't have to worry about straightening out on you (that gets rid of the coat hanger idea) and some string to secure the strap to the hooks.
