DADT was a policy that meant if youy are gay and you were open about it intintionally or accidentally you could be discharged without compensation and lose all benefits for serving.
As for constitutional raghards, I guess it is more related to the original document written by our forefathers.

Verbage and ungramatical capatilization in that quote are exact tot the Declararion of Independance.
