Basically each region uses a first past the post system
It doesn't matter if you win by one vote or one million it is the same one region has been won so if
Region 1 votes 999 for Romney and 1000 for Obama
Region 2 votes 999 for Romney and 1000 for Obama
Region 3 votes 1000 for Romney. And 900 for Obama

Obama wins 2 out of 3 regions while getting less votes overall

Some European countries use a rep by pop system and they can get 10, 20 and sometimes over 30 different parties elected. They tend to get coalition governments that are frequently not effective or long lasting

Here in Canada we have three national parties and a regional separatist party
