Unsub, I believe the answer to this is that people fundamentally want to eat their cake and then still have it. I also would submit that some of the governments south of Texas, Arizona, New Mexico, and California have a vested interest in having their citizens go abroad and earn money that is sent back home. It relieves the domestic economic pressures, and keeps the citizenry from revolting.

That said, I think that the illegal immigration debate in the U.S. (I can't speak for Canada) is a bit more complex than is presented in the 15 second sound-bites used by the media and politicians.
