These people really need to stop focusing laws on the method and instruments of harm, and instead focus on the intent of those wishing to do harm. Make harsher laws, like the death penalty, and you will reduce crime.... or at least get rid of repeat offenders! <img src="/ubbthreads/images/graemlins/paperbag.gif" alt="" />

They could do that IF that was their intent.
I would surmise however, that the true intent is not to reduce
crime but rather to exercise control over their citizens.
