I almost guarantee it'd be army just based on weight of numbers. I'd say marines would be a close second up though, I can see marines getting them for a higher % of their troops but army just has more bodies in general to supply.

I don't see Navy or Air Force using many of these as they typically don't issue knives to their soldiers with a few special forces exceptions.
