Even in a large building in the daytime if the power went out you could be in complete darkness and unfamiliar surroundings. maybe even other panicking people. People are crazy. You never know what they'll do when they are forced out of their comfort zone.
Yeah, I loved it when a storm knocked out the lights and power when I was at a large Goodwill store. I was the only one with a flashlight (2xAA 3 Watt LED Mag) when the whole place went dark, and I went about by browsing the store while everyone fumbled in the darkness. One older woman said "He was smart, he carried a flashlight." <img src="/ubbthreads/images/graemlins/laugh.gif" alt="" /> It took 15 or 20 mins for the lights to come back on, and it was too dark for anyone else to even see the prices of anything in the store. I was the only one with a light.
