If Marketing (or perhaps more likely, the illusion of parity between Dan and Jerry) is the reason for creating the Regulator Test Team, that's a good enough reason AFAIC. But that doesn't have anything to do with the need to actually CONDUCT tests on the Regulator. The conclusions are foregone:
