THAT's the thing that non-issuing localities DON'T understand!
I mean if someone's gonna go to the Trouble to Pay, let authorities Know where they live, and tell 'em What weapons they're packin!! hell! WHY would they then make trouble??
meanwhile.. the Real troublemakers go right ahead & carry anyways!
