I think the US has a better grasp of what is actually dangerous than the UK as they ban PGP but not handguns.
We can have PGP. It's just not legal to export. Reason being, it's so good encryption, they don't want people in other countries to have it because of security concerns. All they'd have to do is download it from the net though.
