True, but "THE LAW" can not be followed. To many "Rules and Regulations".
Now I am paraphrasing here, so cut me some slack.
The laws were instituted to prove, to show man, that he could NOT get to Heaven by following a set of rules. For if you break one law you have in effect broken all of them.
Christ, by his coming and death after leading a sinless life is the only way to Heaven, by believing in Him as the Son of God.
