I think the larger problem is you only have 3 levels of penalty. Common fouls which are nothing. Yellow cards which are nothing unless you are foolish enough to draw 2. And the death penalty, the red card.

An orange card, which would make you sit out for 2 minutes or so, would be a great addition. As it is, the referee is almost forced to let tons of really bad stuff go by.
