You should look for Hight Plains South West of Boise. Looks like not much out there so land might be fairly cheap (IF it's not all BLM land) I know most of the hunting I did out there was on BLM property. Of course that was in '81 and '82. Some things MIGHT have changed since then. But you know those hillbillies.
