I'm reasonably sure it won't happen. Both states would lose too much tax base and it would really change how many representatives they have. It's too bad things have gotten that bad. Colorado voted for a similar thing to split up the state (basically get rid of the metro area) but it was stopped by the state before it got to the feds. A lot of states in the west are getting tired of getting ruled by a metro area instead of actually getting representation.
