That reminded me of a spesh I saw on the History Channel once, they were talking about Weaponized Weather, and how supposedly Russia or China has several VLW (Very Long Wave) sound generators, and when they're turned on in a certain order, they can affect the weather at any point they choose across the globe. I think it's just paranoia, but interesting nonetheless.
